Main scientific results imply the following
1) None of three EU gas norms (RL 2003/55/EG, RL 2004/67/EG, VO 1775/2005) was fully implemented till the deadline (1/1/2012).
2) The rent-seeking approach was dominat throughout the whole investigation period.
Practical significance of systemic research is that
Untill 2013 the Ukrainian elites were not ready to implement the EU norms and adjust their country to common values and principles. The Neighbourhood policy wasnt attractive enough for them and couldnt effectively counteract Russian Realpolitik.
